Hailey Davidson, a 30-year-old American transgender golfer, filed a federal lawsuit on February 27, 2025, against the Ladies Professional Golf Association (LPGA) and the United States Golf Association (USGA) in the U.S. District Court for the Middle District of Florida.[1][2] The suit challenges the organizations' gender eligibility policies, which bar athletes who experienced male puberty from competing in elite women's golf events.

The LPGA and USGA announced a joint gender eligibility policy on January 13, 2025, stating that only players assigned female at birth or those who transitioned to female prior to male puberty are eligible for women's elite competitions starting in 2025.[3][4] The policy aims to protect the "integrity of women's competitive golf," according to an official statement.

Davidson, born November 26, 1994, began hormone replacement therapy in 2015 and underwent gender-affirming surgery in 2021.[1][5] She competed in LPGA Qualifying School Stage 2 in October 2024, finishing 73rd and failing to advance, and participated in a U.S. Women's Open qualifier under the prior policy.[2][6] The USGA denied her application for 2025 U.S. Women's Open local qualifying.

In the lawsuit, Davidson argues the policy discriminates against transgender women, noting that state laws in many areas restrict access to puberty blockers or hormones for minors, effectively excluding those like herself who transitioned after puberty.[1][2]

The LPGA stated it is aware of the lawsuit and will allow the legal process to proceed in the appropriate forum. The organization emphasized that its policy was developed through an "expert-informed process" to safeguard competitive integrity in women's golf.[2][7]

Davidson previously sued the NXXT Golf Tour, a women's developmental league, on December 13, 2024, after it updated its policies on December 5, 2024, to restrict participation to those assigned female at birth.[5][8] NXXT filed a motion to dismiss in February 2025.
